Community Support Program

The Community Support Program (CSP) is a program developed by the Mercer County Juvenile Probation Department and the Keystone Adolescent Center designed to implement the Balanced and Restorative Justice Principles of accountability and competency development throughout Mercer county.  The CSP provides services to alleged delinquent and adjudicated youth who have been court ordered into the program by the Mercer County Court of Common Pleas, the Magisterial District Judges, and the Community Court.  The CSP accomplishes this through the following programs:

  • Community Service
  • Accountability Through Employment
  • Mentoring
  • Victim - Offender Mediation

These programs are made successful through the cooperation of Community based resources in Mercer County.


The Community Service facet of CSP provides structured activities that juvenile delinquents can use to fulfill their hours of service.  Community Service programs benefit the juvenile offender by allowing the client to build skills in:

  • Decision Making
  • Conflict Resolution
  • Sense of Accountability

    As a result, Community Service helps to better the juvenile offender as well as the community.


The Accountability Through Employment Program, through the partnership of various business and organizations located throughout Mercer County, extends an opportunity for the juvenile offender to fulfill their financial obligations to the victim as well as pay off fines, fees and other expenses accrued through the court system.
This program also enables the offender to develop their character through the ability to be gainfully employed.  Accountability Through Employment enables the client to:

  • Develop their work ethic
  • Gain a sense of accountability
  • Attain a higher level of discipline
  • Obtain higher self-esteem


The mission of this program is to reduce the negative influences impacting the lives of both the juvenile offender and their family, and replace those influences with positive role - modeling.  This will create an environment that nurtures socially acceptance behavior.
The Mentoring Program accomplishes its objectives through a mentor who participates in social, educational, athletic, and environmental experiences and provides guidance and support.


The Victim - Offender Program is designed to assist the victim attain resolution in both their material and emotional needs, as well as holding the offender accountable.  This outcome is assisted through a professional model used by Keystone Adolescent Center’s Clinical Consultant.
